Now these are the names of the tribes: from the north end, beside the way of Hethlon to the entrance of Hamath, Hazar-enan, at the border of Damascus, northward, beside Hamath; and they shall have their sides east and west: Dan, one portion.

"And these are the names of the tribes." [This verse teaches] the order of the portions that they will divide among themselves, [specifying] the place of each and every one.
“From the northern border.” Dan shall take the northern boundary from the courtyard of Enan, which is at the eastern corner, extending as far as the border of Damascus (which is at the northwest corner; some manuscripts read: “at the northern corner”).
“And its eastern border shall be the Sea.” That is to say, from the eastern border to the sea, Dan being one; thus he specified the length but did not specify the width. And in the Baraita of the Sifrei, in the portion of Ha’azinu, it asks: Why does Scripture say “Judah,” “Dan,” and “Asher” individually? To teach that Israel is destined to take possession of a length from east to west, with a width of twenty-five thousand reeds, which equals seventy-five miles. And from where did they derive this measurement? From the portion, the terumah, which is like one of these portions, as is explicitly stated in the matter: “And its length shall be like one of the portions,” and it is twenty-five thousand reeds wide, and its length from the western border to the eastern border is twenty-five thousand reeds, which is one hundred and fifty thousand cubits, since the reed is six cubits, and every two thousand cubits make a mile, as we learn in Tractate Yoma regarding the ten booths: from Jerusalem to the Rock is one hundred and fifty thousand cubits, which amounts to seventy-five miles. And this is what Rabbi Elazar established in his piyyut (in the Selicha for the second day of Sukkot): “When I shall take the appointed time for the division of the lands, like the rows of the vineyard to its streets, in length from the eastern border to its ends, to the Sea of the Ocean, to its boundaries, in width seventy-five miles, its furrows.” (And some manuscripts read: seventy-five miles for thirteen strips; between the strips of the tribes and the strips of the Holy things, they amount to nine hundred and seventy-five miles, and according to the calculation of four hundred parasangs by four hundred parasangs of the Land of Israel, the miles amount to sixteen hundred, according to the sum of Kalir, who said that four miles make a parasang. And perhaps the miles of the calculation of the strips are larger, such that four of them do not fit into a parasang, and indeed he came to count two and a half miles for half a parasang, which would amount to four hundred parasangs for a thousand miles. And the calculation of the miles of the strip does not amount to more than nine hundred and seventy-five miles; still, the count is lacking by twenty-five miles. He did not intend the count of the miles of the strips of the thirteen to equal the count of four hundred parasangs. And from where did Rabbi Elazar learn the length of the rows to the Sea of the Ocean, which is at the end of the world? And Scripture testifies: “The boundary of the west is to the Great Sea,” which is far before the Sea of the Ocean.)
Radak
"These are the names of the tribes." The explanation is: "These" refers to their names according to their inheritance. He begins from the north, from the extreme northern end, and states that on the northern side of the Land of Israel, at the northernmost edge, along these boundaries, shall be the portion of Dan. This is what he subsequently says: "And he shall have the east side unto the sea." The explanation is: And these shall be its boundaries, from the northern side down to the sea, for he mentions all the portions. He specifies their length from east to west, and their width as it corresponds to the boundaries of the places he mentioned. However, he did not specify a measurement for the width of the portions, except for the portion of the Terumah (the sacred portion) and the portion of the Prince, where he specified both length and width, as written above. Likewise, the width of the other portions can be understood to be equal to the width of the Prince's portion, which is twenty-five thousand cubits. For he did not state the length of their portions relative to one another, but rather that their portions shall be equal in width. In the words of our Sages of blessed memory regarding the verse "The Lord alone shall guide him" (Deuteronomy 33:27), the Holy One, Blessed be He, said to Israel: "I am destined to settle you as inheritors from one end of the world to the other." And similarly, it says: "Dan's portion was the eastern border" (referring to the extent of the land).
Metzudat David
And these are the names of the tribes. which He will allot to them, the inheritance of the Land of Israel:
"From the northern extremity": From the northern end, near the place of the road that leads to Hattelon; from there the border comes to Hamath, and from there to Hazar-enan, which stands near the border of Damascus, toward the south.
“Toward the north.” Every pass of the north, near the place of Hamath, and so too the other places that will then be included within the borders of the Land of Israel.
"And they shall be his": Those boundaries shall belong to the tribe, from the eastern side to the side of the sea, for the portions of the tribes shall be adjacent to one another, and every portion shall extend from the end of its boundary to its other end, from east to west.
Dan 1. This means that the tribe of Dan shall be allotted a single portion:

“And these are the names of the tribes, from the northern end, etc.” Dan: One Dan shall take his portion in the northern border. And regarding what it says, “from Hazar-enan to the border of Damascus,” Rashi explains that Dan shall take from the northern border, from Hazar-enan, which is at the eastern corner, up to the border of Damascus. And this is not understandable according to his approach, that the border would be like the previous border, and the previous border ended at Hazar-enan; so how can he take from Hazar-enan and beyond? However, according to what we have said, it is correct that the border will then expand from Hazar-enan to Damascus to the north, on the eastern side, and the portion added now will be for Dan. And the meaning of the verse is that he shall take from the northwest corner the portion that was added to the previous border, which is the area along the road of Hathloc to come to Hamath, which will be added on the northwest side (as stated above, chapter 7, verses 15-16). And according to this, Tzor and Tzidon and Hathloc will be for Dan, and in the eastern corner he will have the area from Hazar-enan to Damascus, and in the middle he will have [the area] to the north up to the hand of Hamath, which is also added to the previous border as stated above. And this is what it says, “and his border toward the east shall be the sea,” meaning that by this it designated his border in the east and in the west, that all that is added on both sides to the previous border will be for Dan. And according to this, in Dan’s portion it specified the width, but in the portions of the other tribes it did not specify the width. And our Sages in Sifrei said that each one shall take a width of seventy-five mil, corresponding to the portion of the width of the Terumat HaKodesh (the Sacred Portion), which has been explained to be twenty-five thousand reeds. And in the written text it is explained that from Dan’s portion up to the Terumat HaKodesh, whose location we know, it will be divided among seven tribes: Judah, Reuben, Ephraim, Manasseh, Naphtali, Asher, Dan. As it says (verse 7), “And on the border of Dan, from the eastern side up to the western border, shall be one,” meaning that he took a portion from east to west next to Dan, and next to him took Naphtali, etc., up to Judah, who took his inheritance next to the Terumat HaKodesh. And the order of the tribes can be given a reason even according to the simple meaning, for in the first inheritance, Judah and Benjamin inherited next to each other, until Jerusalem and also the place of the Temple were partly for Judah and partly for Benjamin. And now that that holy place will be for the tribe of Levi and the priests, Judah and Benjamin will take their portion next to Jerusalem, Judah on the north side of Jerusalem and Benjamin on the south side. And initially, Benjamin separated between Joseph and Judah, and Reuben had his portion in the east, across the Jordan, next to Judah’s inheritance. And now that they will take strips in length, and Judah will also take across the Jordan, Reuben will take between Judah and Joseph. And after him will be Manasseh and Ephraim, as at the beginning. And Dan, who took initially in the northern border, will also take now similarly, only that now the northern border will expand beyond the previous border, and Naphtali and Asher will take on the previous border that was between the sons of Joseph and the northern border. And on the other side of the Terumat HaKodesh, Benjamin will take according to his right, as stated above, and Simeon next to him, for even initially Simeon’s inheritance was mixed in Judah’s inheritance, and Issachar, Zebulun, and Gad after them. For also Gad’s inheritance was initially across the Jordan, and now he will take in the place of Edom, Ammon, and Moab. And according to this, there will be seven tribes on the north side of the Terumat HaKodesh, and five on the south side of the Terumat HaKodesh. And this is for the reason that now Levi will also take his portion in the Terumat HaKodesh, and whenever Levi is counted as a tribe, Manasseh and Ephraim are counted as one tribe, and thus there are six in the north, for Manasseh and Ephraim are counted as one, and six in the south with Levi. And you will see that the heads of the banners, Judah, Reuben, Ephraim, Dan, came to the right of the Terumat HaKodesh, and next to Dan came Asher and Naphtali, the members of his banner. And the rest of the tribes came from the left. And behold, the land will be divided in width into thirteen strips (and according to the opinion of our Sages, the strips were equal in width, each twenty-five thousand cubits, and their length from the Great Sea to the end of the east, for in the east they can always add according to need): (8) “And on the border of Judah shall be a strip, its width twenty-five thousand cubits, and its length like the length of the Land of Israel.” This was the Terumah from all the tribes, and this strip was for the Prince, and within it was the Temple (as has been explained in chapter 45 and below in chapter 48).
And by the border of Dan, from the east side to the west side: Asher, one portion.

“The portion of the terumah, etc.” And you might ask: How is it possible that Jerusalem should remain in its place? Was not Jerusalem located in the northern boundary of Judah, which took the southern part of the land of Canaan? And here [in the current division] it is in the midst of the tribes. This division is not similar to the division of Joshua, for this [division] is like the rows of a vineyard, and all the portions are equal, whereas Joshua’s division was such that the tribe of Judah received a large portion, and even so (its portion was) greater than the others, to the extent that Simon took his lot from it, as it is stated (Joshua 19:9): “From the territory of the children of Judah was the inheritance of the children of Simon.” Therefore, there is now sufficient width in the portion that Judah took in the days of Joshua to take therein a portion now for the five remaining tribes, since the length is very great from the east side to the ocean, and Jerusalem remains in its place.

This refers to the priests who are sanctified and serve at the altar, and they are the sons of Zadok the High Priest, who guarded the charge of the Lord and did not stray from it. And to add further explanation, it says "who did not stray after the Lord" [meaning: who did not stray from the Lord] to serve the service of idols, at the time that the children of Israel strayed, just as the other priests, the Levites, strayed, who performed the service of the people before the idols. And as it is written above: "And the priests, the Levites, the sons of Zadok, who guarded..." (above, 44).
Metzudat Zion
The consecrated one. Like "the sanctified ones," and it is a general expression:
"תעו" – this is a term borrowed from the expression "the one who goes astray on the path."
Malbim
To the priests who are sanctified from the sons of Zadok, it shall be for the priests from the sons of Zadok who did not serve idolatry, and only they shall be fit for the service (as stated above, section 44), it shall be theirs, this sanctified portion, from the other portions.
And it shall be to them a portion set apart from the offering of the land, a thing most holy, by the border of the Levites.

Terumiyyah. It is a terumah set apart explicitly; the name of the separated portion is "terumiyyah." And this strip was specified for them from the terumah of the land, from the great terumah that was set aside from the land, extending in length from the ocean to the eastern border, and in width twenty-five thousand, as stated above. From it they would separate this strip in the middle of its length for the priests and for the Temple.
"Holy of holies." This indicates that all of the Great Terumah is holy, belonging to the priests, the Levites, the prince, the city's allotment, and the city's workers, as is explicitly stated and continues to be explained. However, this portion, which is twenty-five thousand reeds in length and ten thousand reeds in width, located in its northern part, is explicitly separated from it for the priests and for the Sanctuary; it shall be the holy of holies.
“Unto the border of the Levites.” [This means] adjacent to the strips [of land] of the Levites:
Radak
"And their heave-offering shall be from the heave-offering of the land." "Their heave-offering" is a descriptive term, like "beneath it" and "the third" and similar expressions. And he says: Even though the portion of the priests is with the Temple, [it is called] "their heave-offering from the heave-offering of the land," because it is holy of holies.
“Unto the border of the Levites.” This means “upon.” And so did Jonathan translate: ‘Upon the border of the Levites,’ meaning adjacent to the border of the Levites. And the heave-offering of the land is the portion of the Levites, while the possession of the city and the portion of the priests, together with the Temple, is the heave-offering of the heave-offering, for all of the city of Jerusalem is a heave-offering.
Metzudat David
"And it shall be theirs." To those priests shall belong the terumah from the terumat ha'aretz, for that entire strip, in length throughout all of the Land of Israel and in width twenty-five thousand reeds, shall be called terumat ha'aretz, and the portion of the priests shall be called terumah from the terumah, and it is holy of holies in relation to the terumat ha'aretz.
"To the border of the Levites." This portion shall be adjacent to the border of the Levites.
Metzudat Zion
Terumiyah. The subject of the passage:
Malbim
"And it shall be for them a terumah," which is most holy in comparison with the other portions, adjacent to the boundary of the Levites, which is on the southern side of the priests' portion.
And answerable to the border of the priests, the Levites shall have five and twenty thousand in length, and ten thousand in breadth; all the length shall be five and twenty thousand, and the breadth ten thousand.

"The Levites opposite the boundary of the priests." [This means] next to the priests' rows, according to the measure of the priests, opposite their entire length.
"All its length": All the strips, their length is twenty-five thousand.
Radak
"And the Levites." It is clear.
Metzudat David
"And the Levites": This means that the portion of the Levites shall be opposite the boundary of the priests, equal in length to twenty-five thousand and in width ten thousand.
"All the length, etc." This means: To the Levites shall belong all this area, a length of twenty-five thousand, etc. And since the priests shall not have all the area—for within it will be the site of the Temple—therefore He said: To the Levites shall belong all the length, and nothing shall interrupt it.
Metzudat Zion
"Le'umot" – this means that it is equal to it. And similarly, "and the wheels opposite them" (above, 10).
Malbim
“And the Levites shall have a portion of land twenty-five thousand reeds in length and ten thousand reeds in width; the entire length shall be twenty-five thousand.” This means that the Levites shall possess the full length and width of their allotted portion, whereas the priests shall not take the entire length, for five hundred reeds of it are to be set aside for the Temple.
And they shall not sell of it, nor exchange, nor alienate the first portion of the land; for it is holy to Hashem.

Rashi
And he shall not exchange. And he shall not exchange them for another land:
Radak
"And they shall not sell from it." The Levites, and all the more so the priests, shall not sell from their inheritance to Israel.
And he shall not exchange it. Likewise, he shall not swap it, nor shall he transfer it to another inheritance.
"And he shall not exchange, and he shall not transmit." As a general rule, it is written "he shall pass over," meaning that this portion shall pass to another.
"And he shall not transfer it." The term "transfer" implies that the priest or the Levite shall not transfer it.
"Firstfruits of the land." Just as Scripture calls it "the heave-offering of the land," so too it calls it "firstfruits," for the heave-offering is the firstfruits.
"For it is holy to the Lord." The explanation is that all of this is holy, and even though one item is more holy than another, all of it is holy to the Lord, for it is the possession of the servants of the Lord.
Metzudat David
"And they shall not sell thereof." This returns to the priests and Levites, that none of them shall sell from his possession.
And he shall not exchange. He shall not exchange it for another land, nor shall there pass from it the name "firstfruits of the land," for just as it is called Terumah, so too is it called "firstfruits," for the Terumah is termed "firstfruits," as it is stated: "The first of your grain" (Deuteronomy 18:4). And regarding the Terumah, it is said that one separates it first, prior to the tithes.
"For they are holy to the Lord." For the portions allotted to the priests and the Levites are holy, and it is not fitting to remove them from their sanctity to become profane, so that they would come into the hands of strangers.
Metzudat Zion
Yemer. Its meaning is "exchange" and "substitution":
Malbim
And they shall not sell it; even though it was given to them as a permanent possession, they have no permission to sell any of it, nor to exchange it for another portion, nor to transfer it through a daughter who is an heir to the inheritance, for it is holy to the Lord, as it is stated, “And the field of the suburbs of their cities shall not be sold.” And this also alludes to the other laws in the Torah that one may not treat the suburbs of a field as [something that can be sold or transferred], etc.
And the five thousand that are left in the breadth, in front of the five and twenty thousand, shall be for common use, for the city, for dwelling and for open land; and the city shall be in the midst thereof.

And the remaining five thousand in breadth. The strips of the great portion, which was twenty-five thousand reeds wide and its length equal to one of the sections, from the eastern side to the western side, and from it he again set aside two strips in its middle, their length twenty-five thousand and their breadth twenty thousand, and there still remained five thousand in its breadth. Those five thousand in breadth shall be for the dwelling of the city, their length extending across the length of the twenty-five thousand of the Levites’ portion.
It is profane. And they are not holy, like the heave-offering of that strip of the priests and the Levites; it is profane for them, and they shall be for the city for the dwelling of the children of Israel, and for the suburbs around the city:
"Within it." In the middle of that strap:
Radak
And five thousand [cubits] is profane for the city. The hold of the city mentioned above, which is five thousand, is profane in contrast to the portion of the Levites and the priests, which is sanctified from it. Nevertheless, it is holy and the heave-offering of the land, for Jerusalem is sanctified from all of the Land of Israel. And what are these five thousand?
“to the city, its dwelling, and its pasture, and the city shall be within it.” There is a written form and a read form: it is written “within it” (בתוכה) but read “within him” (בתוכו), and we have already explained this.
Metzudat David
That which remains in width. For the entire strip in its entirety is twenty-five thousand cubits in width; deduct from it ten thousand, the portion of the priests, and opposite them [the portion] for the Levites; thus, there remain five thousand [cubits] of the width.
“Upon the face.” This means in a length of twenty-five thousand.
It is profane. In contrast to the sanctity of the priests’ and Levites’ estate, it is considered profane.
"To a city, for its dwelling." This means that that strip of land is designated for the needs of the city's inhabitants, for its fields and vineyards, to sustain the residents of the city.
“And to the suburbs thereof.” The suburbs of the city shall be a vacant space, free from sowing and planting, and it serves as an ornament to the city.
Within it. By means of this part:
Metzudat Zion
“On the face.” This means: in length.
To the seat. From the language of sitting:
And to the open land. It is called so because it is outside the city, and it is as though it had been cast out from the city.
Malbim
And the remaining five thousand reeds in width, from the twenty-five thousand, shall be set apart for building the future City of Jerusalem, and for a pastureland around the city.
And these shall be the measures thereof: the north side four thousand and five hundred, and the south side four thousand and five hundred, and on the east side four thousand and five hundred, and the west side four thousand and five hundred.

And these are its measurements: of the city:
“The northern side, etc.” It is square, four thousand five hundred reeds by four thousand five hundred reeds. There remain five hundred reeds in width; these shall serve them as a courtyard: two hundred and fifty reeds to the north, two hundred and fifty reeds to the south, as stated in the verse below; and likewise to the east and west. Thus, it is five thousand by five thousand. In the middle of the strip, behold, its entire breadth is filled. And along the length of this third strip, there remain ten thousand reeds to the east and ten thousand reeds to the west. Upon them He explains and says: “And the remainder, in length, opposite the holy portion, ten thousand reeds to the east and ten thousand reeds to the west.”
Radak
“And these are its measurements.” The measurements of the city, which is holy, are square in all four directions: four thousand five hundred cubits on each side.
And toward the south, four thousand five hundred. The word "five" is written but not read, and it is one of the eight words that are written but not read.
Metzudat David
And these are its measurements. Of the city:
Malbim
(16-17) And these are the measurements of Jerusalem in the future: the city together with its surrounding area was five thousand reeds in length and width, and the surrounding area on each side was two hundred fifty reeds, and the city in the middle was four thousand five hundred reeds.
And the city shall have open land: toward the north two hundred and fifty, and toward the south two hundred and fifty, and toward the east two hundred and fifty, and toward the west two hundred and fifty.

“And it shall be an open space for the city.” All instances of “open spaces of a city” in Scripture refer to an open space, neither houses nor a field.
Radak
"And the open space of the city shall be to the north." "Open space" means outside the city, beyond the city wall and outward; it is an empty space containing no houses, no sown crops, and no plantings. And the open space was two hundred and fifty cubits in every direction. Behold, the breadth of the city's possession is five thousand, for the city is four thousand five hundred from north to south, and the open space is two hundred and fifty to the north and two hundred and fifty to the south. Behold, five hundred plus four thousand five hundred—thus it totals five thousand.

"And its produce shall be" (to provide bread for the workers of the city): These are the Gibeonites, who were assigned as woodcutters and water-drawers. So too have I heard in the name of Rabbi Menachem, may his memory be blessed.
To the workers of the city. In the vernacular, it is called "Isch Arbnet."
Radak
And the remainder of its length is opposite the portion of the Sanctuary. For the Sanctuary is twenty-five thousand cubits in length, and the city is five thousand cubits; thus, ten thousand cubits remain to the east and ten thousand cubits to the west, making a total of twenty-five thousand cubits.
And its produce shall be for the bread of those who serve the city. The produce of the twenty thousand shall be for the food of those who will stand in the city, for from every tribe some will dwell there, and they will be called "those who serve the city," as they will perform the service of the city in the fields, vineyards, and gardens.
Her harvest. It is written with a he and read with a vav, and we have explained the reason in the word "within it," or in both cases, that the he is used in place of a vav, just as in the word "his tent."
Metzudat David
"And the remainder shall be along the length." For along the width nothing remains, for the city will be four thousand five hundred reeds, and an open area on this side and an open area on that side, each two hundred fifty reeds; thus, five thousand reeds, and they will fill the entire width. But along the length there remains ten thousand [cubits] on this side and ten thousand on that side. Therefore, it states, "And the remainder shall be along the length, opposite the portion of the holy offering," which is the possession of the priests and the Levites. They are ten thousand [cubits] to the east and ten thousand [cubits] to the west, and this will be opposite the portion of the holy offering, equal to it in its measure.
"And its grain shall be." The grain that grows in this area shall be for the food of the workers of the city, namely the inhabitants of the city who are engaged in the work and maintenance of the city.
Malbim
And the remainder, that which exceeds the length of the strip by ten thousand reeds on each side, (which is restricted in contrast to the heave-offering of the sanctuary that belongs to the priests and the Levites), shall be fields and vineyards for the workers of the city who are engaged in the service of the city.
And they that serve the city, out of all the tribes of Israel, shall till it.

“Let them serve Him from all the tribes of Israel.” This is because they gave them this portion in the land.
Radak
"And the workers of the city, all the tribes of Israel shall serve them" — that is, they shall serve them from among all the tribes of Israel, because for their sake they are stationed there and in their stead. And it is just that they should serve them in every matter in which they will have need, and they shall send them gifts. And there are those who explain "the workers of the city" as the Gibeonites, but this has no sense, for the Gibeonites will no longer be serving in the future, and it is not possible that the Gibeonites should dwell in Jerusalem, the holy city, for the sake of Israel.
Metzudat David
“And the worker of the city.” This means that each and every one of the workers of the city shall serve him, from all the tribes of Israel. That is to say, all the tribes of Israel are obligated to serve the workers of the city, to provide all their needs for them, because they dwell in the city in place of all Israel and engage in the work of the city on their behalf. Therefore, in return, they shall engage in their service.
Malbim
“And the worker of the city, all the tribes of Israel shall serve him” – this means that all the tribes of Israel will be required to provide for the needs and sustenance of the city’s inhabitants. Therefore, they will assign to them this strip of land, in which all of Israel has a share, consisting of fields and vineyards.
All the offering shall be five and twenty thousand by five and twenty thousand; you shall set apart the holy offering foursquare, with the possession of the city.

"All the heave-offering." [This refers to] the sanctified portion that is permitted [for consumption], [which is taken] from the Great Heave-Offering, [measuring] twenty-five thousand reeds by twenty-five thousand reeds.
A fourth [part]. A square [portion] for the heave-offering of the sacred, to the priests and to the Levites:

"All the terumah." "All" includes it in the total number: twenty-five thousand by twenty-five thousand, forming a square. This is what it says: "A quarter."
“Unto the possession of the city.” With the possession of the city, which is included in the total calculation of twenty-five thousand.

"All the terumah" means, according to this interpretation, the portion that was separated from the strip encompassing the city's territory. This portion was one-fourth of the remaining strip, for the remaining strip measured twenty thousand cubits, and one-fourth of that is five thousand.
And the residue shall be for the prince, on the one side and on the other of the holy offering and of the possession of the city, in front of the five and twenty thousand of the offering toward the east border, and westward in front of the five and twenty thousand toward the west border, answerable to the portions, it shall be for the prince; and the holy offering and the sanctuary of the house shall be in the midst thereof.

Rashi
"And that which remains for the prince, etc." – "And that which remains" is along the length of the Great Heave-Offering.
“From this side and from that side.” To the east and to the west of the heave-offering of the sanctuary, and to the portion of the city.
“Toward the face of twenty-five thousand.” This refers to the breadth of twenty-five thousand [cubits] for the Terumah, extending up to the eastern boundary of the Land of Israel, etc.
"And westward, upon the face..." Similarly, to the west, upon the face of the three strips of the priests and the Levites, the city's portion, with a width of twenty-five thousand cubits.
“On the border of the sea.” Just as it says, “Unto the border of the sea, unto the Great Sea.”
"Opposite the sections." Corresponding to the length of the tribes' portions:
For the prince. It shall be:
"And the holy offering shall be." It refers to the strips of the priests.
And the Sanctuary of the House is within it. All [of these] are in the midst of the Prince’s portion:
Radak
“And that which remains for the prince from this and from this.” All of this is explained above.
"Opposite the portions." This means opposite the portions of the tribes, as is explicitly stated above.
“Within it.” There is a written form and a read form: it is written “within it” (בתוכה) but read “within him” (בתוכו), and its meaning is “within the portion of the prince.” That is to say, the Terumah shall be in the middle of his portion, between the border of Judah and the border of Benjamin: Judah to the north and Benjamin to the south. We have already explained above the portions of the north assigned to the seven tribes, and he mentioned the Terumah. Others say that he mentions the portions of the remaining five thousand cubits: Benjamin adjacent to the Terumah, and next to him Simeon, and so on with all of them, until Gad, which is the end of the southern boundary, just as Dan is the end of the northern boundary.
Metzudat David
"And that which remains for the prince from this and from that..."—this means that what remains of that heave-offering shall belong to the prince, from this side and from that side; [the portion] designated for the holy offering is the share of the priests and the Levites.
And the portion of the city shall be before [the Temple Mount]. Before [it], twenty-five thousand cubits in width, the entire contribution, up to the end of the eastern boundary; and likewise in the west, twenty-five thousand cubits in width, the entire contribution, up to the end of the western boundary, opposite the tribal portions, equal to them. This shall be for the prince.
"Terumah of the Holy." Regarding the portion of the priests, it says:
"And the Sanctuary of the House." The doubling of the word with synonymous names; similarly, "the Negev, the South" (above 47).
Within it. In the middle of the length of the portion of the prince:
Metzudat Zion
"Before My face." "Before Me":
“Upon the face.” Just as it says “before the face” (i.e., in the presence of).
On the border. Until the border:
Malbim
And that which remains for the prince: that which is left over in length, apart from the strip of length and width of twenty-five thousand cubits that they separated as the heave-offering of the Sanctuary, whether to the east or to the west, shall be the portion of the prince. And the heave-offering of the Sanctuary, and it too is called the heave-offering of the Sanctuary, because the Sanctuary of the Lord will be within it, in the midst of the portion of the prince, shall be the portion of the priests together with the Sanctuary.
Thus the possession of the Levites, and the possession of the city, shall be in the midst of that which is the prince’s; between the border of Judah and the border of Benjamin shall be the prince’s.

And from the possession of the Levites, and from the possession of the city: it too shall be within that which belongs to the prince.
"Between the border of Judah and the border of Benjamin." The entire width of the strip that lies between these two tribes—Judah to the north and Benjamin to the south—shall belong to the Prince. This is the strip that was set aside first, twenty-five thousand in width, and in length running along the portions of the tribes.
Metzudat David
"And from the Levites' portion": This means that whether it is the Levites' portion (for it also applies to the priests, as they are of the sons of Levi) or the city's portion, it shall be in the middle of the length of the portion that belongs to the prince.
“Between the border of Judah.” For the portion of Judah will be north of the portion of the Prince, and the portion of Benjamin will be on the south. The matter is repeated many times for the sake of additional clarification.
Metzudat Zion
And from the possession. It is with a mem of equality, like "from the heap to the standing grain" (Judges 15:5), and it means "between the heap, etc.":
Malbim
"And from the Levites' portion, and also the Levites' share and the share of the city's holdings, all of it is within what belongs to the Prince; that is to say, in the center, and the rest of the entire length between the portion of Judah and the portion of Benjamin will belong to the Prince, as if the holy offering that is delineated in the center of the mountains is taken from the Prince's portion."
And as for the rest of the tribes: from the east side to the west side: Benjamin, one portion.

And the remaining tribes: they shall take [their portions] in the south of that strip: Benjamin next to it, and next to him Simeon, Issachar, Zebulun, and Gad; thus Gad is found in the southern border of the Land of Israel.

The Gate of Reuben is one. This means that one shall be called the Gate of Reuben, and so too all the others.

And the gates of the city: there were three gates on every side, each gate for one tribe. He first mentioned the north side, then the east side, then the south side. It is clear that the order began from the northwest corner. Reuben, Judah, and Levi were arranged from east to west. On the eastern side, the gate of Joseph was near the gate of Levi on the north, followed by Benjamin and Dan. On the south, from east to west, were Simeon, Issachar, and Zebulun. On the west, from south to north, were Gad, Asher, and Naphtali. You will see that in the stones of the breastplate, the adamah, the pitdah, and the barqat were fixed—these are the stones of Reuben, Simeon, and Levi, the first row. The nophek, the sapphire, and the diamond were the second row—these are the stones of Judah, Issachar, and Zebulun. The leshem, the shevo, and the achlama were the third row—these are the stones of Dan, Naphtali, and Gad. The tarshish, the shoham, and the yashpeh were the fourth row—these are the stones of Asher, Joseph, and Benjamin. In the order of the gates, he takes one from each row to the opposite row on the other side. On the north, Reuben and Levi were from one row, and Simeon from this row was fixed on the south side opposite them. On the south, Issachar and Zebulun were from the second row, and Judah was taken from this row and fixed on the north opposite them. On the west, Asher and Naphtali were from the third row, and Gad from this row was fixed on the east opposite them. On the east, Joseph and Benjamin were from the fourth row, and Asher from this row was fixed on the west opposite them. And I have a reason for this, which I will write in its place.

"Surrounding it, eighteen thousand." The circumference of the city is eighteen thousand reeds; thus, the calculation of its square yields this result.
“And the name of the city shall be from that day: The Lord is there.” The Targum translates: “And the name of the city, which is explained as ‘from the day that the Lord causes His Divine Presence to rest there,’” meaning that it shall not be called by any other name, but rather by its original name from the day that Abraham bound his son Isaac upon it, the name that he called it “Jireh,” and it was its name “Shalem”; behold, this is Jerusalem. There is another interpretation: “And the name of the city shall be in the future, from the day of its rebuilding onward, they shall call it: The Lord is there.” Here ends the Book of Ezekiel.
Radak
"Surrounding it were eighteen thousand." This is a general statement: four thousand five hundred for each of the four directions, making a total of eighteen thousand. Thus, the measurements are mentioned both in general and in particular.
"And the name of the city from that day shall be 'The Lord is There.'" This means that from then on, the name of the city shall be "The Lord is There," indicating that His Divine Presence shall never again depart from the city for all eternity. Likewise, the prophet Jeremiah said, "This is the name by which they shall call Him: 'The Lord Our Righteousness.'" And similarly regarding the Messiah, it is said, "This is the name by which He shall be called: 'The Lord Our Righteousness.'" Here ends the Book of Ezekiel.
Metzudat David
“Surrounding.” The circumference in the four directions shall be eighteen thousand.
"And the name of the city from that day shall be called The Lord is There." From that day and onward, the name of the city shall be "The Lord is There," meaning: forevermore He will not remove His Divine Presence from the city; rather, it shall remain there, and the name of the city shall be called thus, as a sign.
Malbim
Around eighteen thousand, eighteen thousand reeds shall be the measure of the circumference of the city, which alludes to the Chariot of the Lord, "many thousands of thousands," as it is written, "eighteen camps surrounding the Glory of the Lord." And this is what is said, "And the name of the city from that day shall be 'The Lord is there,'" meaning the name of the Divine Presence of His Glory. And eighteen thousand [reeds] around, as if in every reed around the city stands an angel of the Lord from the Throne of His Glory to guard it. And from the city to the Temple Mount was forty-five miles in strict measurement, and this is what is written, "And on the bells of the horses shall be inscribed: 'Holy to the Lord.'"
