The feast breaks outward into reform: the pillars shattered, the Asherim hewn down, the courses of priests and Levites reappointed, and the people bring the tithe in heaps — 'Since the people began to bring the offerings into the house of Hashem, we have eaten and had enough, and have left plenty.' Conaniah the Levite is set over the chambers. The summary is Hezekiah entire: 'in every work that he began in the service of the house of God, and in the law, and in the commandments, to seek his God, he did it with all his heart, and prospered.'

Now when all this was finished, all Israel that were present went out to the cities of Judah, and broke in pieces the pillars, and hewed down the Asherim, and broke down the high places and the altars out of all Judah and Benjamin, in Ephraim also and Manasseh, until they had destroyed them all. Then all the children of Israel returned, every man to his possession, into their own cities.

in Ephraim also — From this it is clear, as [Malbim] wrote in his commentary (Hosea 8:4; Hosea 10:1–5; Amos 9:1), that Hoshea son of Elah abolished the worship of the calves, and therefore his countrymen were able to do this in the cities of Israel, and therefore Hezekiah's heart was emboldened to send letters inviting them to come to Jerusalem — for none of this could be imagined so long as the king still maintained the worship of the calves.
And Hezekiah appointed the courses of the priest and the Levites after their courses, every man according to his service, both the priests and the Levites, for burnt-offerings and for peace-offerings, to minister, and to give thanks, and to praise in the gates of the camp of Hashem.

For the daily offerings must come from the public fund, and the king gave the portion and stipend that he received from the public (which had become his own property) in order to offer daily offerings from it; thereby it had the status of the public fund — just as it will be in the future, when the prince (nasi) will give the public offerings from his own portion from the public, as is explained in Ezekiel (45:13–16).

And he commanded the inhabitants of Jerusalem, etc. in order that they be strengthened in the Law of the Lord with greater enthusiasm. Moreover, as long as their sustenance will be provided, they will be able to perform and occupy themselves with the Law of the Lord, because the Law was given only to those who ate manna, and secondly, to those who eat the heave-offering (Mechilta, Beshallach 17, Tanh. Beshallach 20).
Ralbag
Moreover he commanded the people that dwelt in Jerusalem to give the portion of the priests and the Levites — That is, the gifts that the Torah obligated [the people] to give them, such as the first tithe, which belongs to the Levites, and terumah, challah, bikkurim, and the like — so that the priests and Levites would be free and unburdened to devote themselves to the study of Hashem's Torah. For this was the very purpose the Torah had in mind in giving these gifts to the priests and Levites, as it says, 'They shall teach Your ordinances to Jacob, and Your Torah to Israel' (Deuteronomy 33:10). Now the inhabitants of Jerusalem consisted of all of Judah and Benjamin, and the strangers who were with them from Ephraim and Manasseh. I think this is what is meant by the earlier statement that Hezekiah spoke to the heart of all the Levites who had good understanding — for by this he drew their hearts to serve wholeheartedly, since their food was provided and their sustenance assured; this, however, was not explained there, so as not to interrupt that narrative. It appears that gifts had already been given to them even before this, but because the priests and Levites were then occupied with going around the threshing floors to collect their gifts, they were unable to devote themselves properly to the study of Hashem's Torah. Hezekiah therefore wanted their gifts brought to them at the House of Hashem, so that they would be free to occupy themselves with Torah study. This is the correct explanation of the matter.
Metzudat David

Malbim
And [Hezekiah] said — He commanded that the tithe and the terumah [heave-offering], which are the portion of the priests and Levites, should not be given to priests who go about idle, but only to those who occupy themselves with Torah — so that the giving would be such that through it they would grow strong in the Torah of Hashem.

And when the word burst forth from the king’s mouth to give a portion to the priests and the Levites, the Children of Israel increased the first of corn, wine, oil, honey date honey. and all the increase of the field But all these [aforementioned] are not of the grain of the field, but so it is explained in Tractate Nedarim, in the chapter, “Whoever vows [to abstain] from herbs, is permitted to partake of pumpkins,” (55a): Rav Josef questioned: “And when the word burst forth, the Children of Israel increased, etc.” Now if you say that all these [i.e., all plants that are stacked up] are included in the term דָּגָן, what is the meaning of “when the word burst forth”? Replied Abbaye: This is to include fruit of trees and vegetables....Replied Rava: תְּבוּאָה (grain) is one thing, and תְּבוּאַת שָׂדֶה (increase of the field) is another.
Ralbag
And as soon as the commandment came abroad — That is, once the king's decree took hold over them, the children of Israel increased [their giving of] the first of the corn, wine, oil, and honey — which is date-honey. This gift is terumah gedolah, and it applies only to something whose processing is finished, such as corn, wine, and oil; but dates, which are set aside specifically to make honey from, are not considered finished until the honey is actually made from them. They also brought the first of all the produce of the field, such as legumes and fruits obligated in terumah; and the tithe of all these — which belongs to the Levites — they brought in abundance. And all of them brought this as the king commanded — meaning those who lived in the cities of Judah, and the rest of the children of Israel, the strangers who had come there. They further brought, along with this, the tithe of cattle and sheep, which was holy and was eaten by its owners in Jerusalem, and the tithe of consecrated things sanctified to Hashem their God — this is the second tithe, which was holy and could be eaten only in Jerusalem. The first tithe, however, is not holy, as is explained in the Torah.
Metzudat David
And as soon as the commandment came abroad – And when the matter gained strength, they increased their bringing of the first of the grain, etc.; this is the terumah called “reishit” [firstfruits], as it says, “the first of your grain” (Deuteronomy 11). and honey – This is date honey, even though [dates] are not obligated by Torah law in terumah.
Metzudat Zion
in abundance - An expression of force, [related to] a bursting forth, as in 'How have you made a breach!' (Genesis 38:29). wine - This is tirosh, meaning wine. oil - This is yitzhar, meaning oil.

And as soon as the commandment came abroad — And when the priests and Levites who occupied themselves with Torah increased in number, so that it fell upon Israel to support them, the children of Israel added to what was required: not only did they give them the first-fruits of the grain, wine, and oil, which is obligatory by Torah law, but they also brought from the rest of the produce of the field, such as legumes, and also tithed everything — they tithed all that they had, such as the tithe of their money and their profits — and they brought all of it in abundance, until it was sufficient for their support.
And the children of Israel and Judah, that dwelt in the cities of Judah, they also brought in the tithe of oxen and sheep, and the tithe of hallowed things which were hallowed to Hashem their God, and laid them by heaps.

Then [Hezekiah] questioned — Because of the heaps, he questioned the priests and the Levites about them: after seeing how greatly the heaps of produce had multiplied, it appeared to him that the priests and Levites had not come to collect their gifts, because they were not occupied with Torah study and [Temple] service, and that is why the tithe remained and was not distributed — or perhaps it was because they had not been given enough to satisfy their needs.
And Azariah the chief priest, of the house of Zadok, answered him and said: ‘Since the people began to bring the offerings into the house of Hashem, we have eaten and had enough, and have left plenty; for Hashem has blessed His people; and that which is left is this great store.’

And you should know that in a time of plenty, a smaller amount suffices for the multitude to eat and be satisfied than would suffice for this in a time of scarcity — and this itself was proof that Hashem had blessed His people. Indeed, what is left over to us after we have eaten and been satisfied is this whole great abundance that you see, and this too is a sign that Hashem has blessed His people.

And Azariah the chief priest… answered him and said — (He was not the Kohen Gadol [High Priest], for the Kohen Gadol in the days of Hezekiah was named Neriah, as is explained in Seder Olam; rather, he was the priest appointed over the House, as [Malbim] wrote above, that there is a difference between the Kohen Gadol and the “chief priest.”) Since [the people] began to bring the offerings — He answered him that the reason so many heaps remained was not because there were too few priests and Levites, nor because they had not been given enough to satisfy them — for in truth they ate, were satisfied, and had plenty left over — but rather, from the time they began bringing the terumah to the House of Hashem, a blessing came, both upon the people's own produce, as it says, ‘for Hashem has blessed His people,’ and upon the produce of the heaps; and the phrase is to be understood: ‘and Hashem has blessed the remainder, this multitude’ — that is, upon this great multitude of heaps that remained, the blessing of Hashem rested, and that is why they became so numerous, through the blessing of Hashem.
Then Hezekiah commanded to prepare chambers in the house of Hashem; and they prepared them.

'and the hallowed things faithfully' - I take 'the hallowed things' to mean the second tithe, which the owners would bring to Jerusalem to eat there when they went up for the pilgrimage festival; or it may mean whatever Israel consecrated to Hashem, whatever that consisted of. The one appointed as chief to safeguard these was Conaniah the Levite, and Shimei his brother was second to him, charged with attending to the safekeeping of these treasuries. This safekeeping, as we mentioned earlier, was placed in the hands of the Levites.
(v. 14) 'And Kore the son of Imnah the Levite,' etc. - Meaning that Kore the Levite, who was gatekeeper on the east side of the Temple, was appointed over the freewill offerings of the House of God, to safeguard them - that is, whatever the people would donate for the upkeep of the Temple building. He was also appointed to distribute the offering to Hashem and the most holy things to the priests, such as the sin-offering and the guilt-offering. Under his authority were appointed Eden and his colleagues, in the cities of the priests, to give faithfully to their brethren, by their divisions, small and great alike, their share of the gifts that were divided equally among them - apart from those among them who were registered by genealogy as males, comprising everyone who came to the House of Hashem for each day's due. This refers to the paternal house that would serve, it and its group, only one day out of the week of its watch. These officials were appointed over this genealogical record so that each man would come, on the day assigned to his own paternal house, to his service, in their watches and divisions - for the assignment was apportioned by paternal houses. They were also appointed over the genealogical record of the priests by their paternal houses, to know, for each one, to which watch his father belonged, so that his sons would be registered to that same watch. Likewise the Levites were registered through them, from the age of twenty and up, by their watches and divisions, so that each of them would perform the service appropriate to him, day by day - as if to say that these officials knew that the men of the watch of Levites who served with song, on a given instrument, on a given day, were so-and-so and so-and-so, and they would assign them to that service on that day; and the same applied to the singers with the other musical instruments and with the voice, and to the gatekeepers. They likewise took care that all the young children, wives, sons, and daughters of each family were registered to whichever congregation they belonged - as if to say, if this child belonged to such-and-such a Levite, they would register the child to the watch to which he belonged. For it was through the faithfulness of those appointed over this registration that the priests and the Levites would sanctify themselves in holiness, since these officials would notify them in advance that they should sanctify themselves for a given day, for then their service would fall. Had it not been for this administration, it could have happened that the day of a paternal house's service would arrive and they would not have known of it beforehand, and they would not be prepared to perform their service, being impure. And for the descendants of Aaron the priests, in the open country around their cities, men were appointed in every single city, designated by name, to distribute portions to every male among the priests from whatever fell to their share there, out of the entirety of the gifts, through the hands of the original officials - and these local men would divide it among themselves. They did the same for the Levites, for everyone registered in that division belonging to that city, dividing among themselves the tithe that came to their community, share for share. Now should someone object that this implies the Levites held authority over the priests, whereas the Torah commanded the opposite - that the Levites should serve the priests - we would answer that this was a form of service meant to free the priests for their own service, so that they would not need to trouble themselves with anything other than the study of Torah; for the priests are more specifically devoted to Torah study than the Levites, as it is said, 'For the priest's lips should keep knowledge, and they should seek the law at his mouth' (Malachi 2:7).

beside those, etc. – That is, aside from what was given in their own cities, they gave additionally to the genealogically registered males known to be of the priests, who were three years old and older, at the time they came to the house of Hashem. for his daily portion – To serve as their food, day by day. for their service – That is, not whenever they simply came, but [specifically] when they came for their service, at their fixed watch, according to their divisions; for at such times it was their practice to bring along their young sons, to accustom them to the service, and then [the portion] was given to them.
Malbim
beside those who were reckoned by genealogy of males… — These two verses [this one and the next] form a parenthetical statement: Kore and those appointed with him were responsible only for the cities of the priests, to distribute to the priests and Levites who dwelt in their own cities; but the priests who came to serve [in the Temple] received their allotment through Chananiah the Levite and Shimei, and those appointed under them, whom [Scripture] listed in verses 12–13. And the sense of the verse is: ‘beside those who entered the house of Hashem for their daily portion, for their service in their charges’ — meaning that those who came to the House to serve were not under Kore son of Imnah, for they received their allotment according to their watches, by their divisions; each serving watch received its share through Chananiah, who was appointed in Jerusalem, and they received their allotment in a different way, once they had engaged in the service. And [Scripture] relates that included in this were also their sons who came with them: for when a priest or Levite came for his watch and brought with him his male children, from three years old and up, to study at their father's side, he was given a portion for his sons as well, even though they were not yet fit for the service. Now the term ‘reckoned by genealogy’ can be used either for reckoning downward, to one's own descendants — and that is the sense meant here by the words ‘reckoned by genealogy of males,’ that their male children were reckoned to them, and their fathers were given food to support them in Jerusalem — or for reckoning upward, through a man's own ancestry; and so it says:

and those who were reckoned by genealogy of the priests (and likewise the Levites) by their fathers' houses — This genealogical reckoning began at twenty years of age: every man who was twenty years old stood as an independent unit and was reckoned by his father's house — that is, to which ancestral house he belonged — and received an allotment of his own; and if he had male children with him, three years old and up, they would reckon his sons to him, and he would be given a share also according to the number of the souls of his sons who were with him; and this was done according to their watches, each man by his own watch. by their courses — according to his own division: for each man in a watch had rights to particular perquisites on the day he served, such as the meat and hides of sacred offerings and the like, which fell to the men of that watch. All this applied to the priests and Levites who served in the Temple, who received their portion through the officials mentioned first, whom [Scripture] listed in verses 12–13. even to give to those who were reckoned by genealogy — This goes back to verse 15, to what was said there, ‘to give to their brethren by courses, as well to the great as to the small’ — that these, to whom the terumah and tithes were allotted in the cities of the priests and Levites, were there all equal in the allotment, the small alike with the great; and there they were reckoned by genealogy with all their little ones, their wives, and their sons, throughout the whole congregation — for every congregation of priests or Levites dwelling in their cities was given an allotment according to the number of persons, great and small, male and female; they would reckon how many sons, daughters, and wives each man had, and he received his allotment accordingly — apart from those who served, who, beside what their wives and daughters received in their own cities, received, they and their male children, a further allotment in Jerusalem. for in their office of trust — Even though they did not serve in the Temple, they sanctified themselves to be holy to their God through their faith and righteousness: they believed in the Torah and in Hashem and were men of faith, and so they were holy, and therefore they received tithe and terumah.
