And he did evil, thinking from one level to another: first he himself did evil, and afterwards, (3) he again built the high places. The high places were mostly for [the worship of] Heaven, and there was a sin in them, namely that it is forbidden to offer sacrifices outside the Temple. Hezekiah had removed the high places, and he rebuilt them, and this was to cause the many to sin. (And he also included in this the high places that were for idolatry; therefore, here it says "the high places which he destroyed," referring to the high places that were for [the worship of] Heaven, whereas in Chronicles it says "the high places which Hezekiah tore down," meaning the high places that were for idolatry, which required tearing down.) He added to his own sins by erecting altars to Baal and making an Asherah. Baal was specifically associated with the sun, and the Asherah with the moon, and both were made by Ahab. (And here it says, "He erected altars to Baal and made an Asherah," whereas in Chronicles it says "to the Baals" in the plural, and similarly it says "he made Asherim." For here it says "as Ahab did," and Ahab made [an altar] to one Baal, whereas in Chronicles it records that afterwards he added also to many Baals, in addition to what Ahab did; therefore, it did not say there "as Ahab did.") And he added to [the sins of] Ahab by bowing down to the rest of the host of heaven and serving them. Service is an addition to bowing down, for bowing down can be done even for the sake of honor, when one considers it a mediator between God, just as one honors the king's ministers. Which said, etc. As if the verse complains about him, saying: See what he has done! Is it not the Lord who dwells there, yet he has set up altars to Asherah there? In Jerusalem. In the House that stands in Jerusalem: "I will place My name": This means that I will establish My Divine Presence there.
Malbim
(4-5) "And he built, etc." "And he built, etc." He added that he built altars in the House of the Lord, besides the specific altar commanded by the Torah. This was to offer sacrifices to the Lord, implying that there are separate services in the service of the Lord. This is a denial of the unity of the Lord. The essence of the matter is that thereby he also built altars for the host of heaven in the courtyards of the House of the Lord. Thus, there were altars to the Lord inside the House, and to the host of heaven in the courtyards, as if they govern the external world, while the Lord governs from within like a king. This constituted an association of the Name of Heaven with another entity. Therefore, it is written in the first instance "and he built" in the complete past tense, and in the second instance "and he built" in the past tense converted to future (a principle I hold that the past tense with the conjunctive vav indicates the continuation of the action and its proximity to the present), because his ultimate aim was not the first act, but only what he completed, namely that he built altars for the host of heaven. And what is stated, "which the Lord said, 'I will place My name in Jerusalem,'" is the reason for his action: since Jerusalem was chosen for the Divine Presence and His governance, he came with his heresy to appoint partners and assistants to Him in the external governance, alluded to by the courtyards of the House, in addition to His governance inside the House.

"To do evil in the eyes of the Lord, to provoke Him to anger." They said that he removed the upper fire that had been on the altar since it had descended there in the days of Solomon; he stood and removed it, and this deed was done to provoke [God] to anger.

"And he passed [his son through the fire]" — after this he began [to introduce] the abominations of the Canaanites, which were the severe [abominations]: the worship of Molech, divination, and practicing ov and yid'oni [necromancy and familiar spirits]. The Scripture testified that the ultimate purpose of his actions was to provoke the Lord, not out of desire or inadvertence. And in Chronicles it is written: "And he caused his sons to pass through the fire in the Valley of the Son of Hinnom." One may say that since he acted initially to provoke [God], he caused only one son to pass through the fire, for one who causes all his offspring to pass through the fire is exempt [from the death penalty]. And this matter is recounted in Kings, and in Chronicles it recounts that afterward he caused the rest of his sons to pass through the fire (for Amon was born after he had done repentance, for Amon was twenty-two years old in his reign). And lest he be thereby exempt from punishment, he caused the second son to pass through the fire himself, not through the priests. For what is stated: "And none of your seed shall you give to pass through Molech," and they expounded: "Your seed, but not all his seed," refers to one who hands [the child] over to the priests, for one who causes [the child] to pass but does not hand [him] over is exempt. And if so, if he caused one son to pass according to the law of Molech, handing him over to the priests, and the second he caused to pass himself, not through the priests, he is liable for the first one, even according to the opinion of the Kesef Mishneh, who holds (unlike the opinion of the Tosafot) that if he caused the first son to pass and afterward caused all his offspring to pass, he is exempt from the death penalty. This applies only if he caused them to pass according to the law of Molech, which requires that he hand them over to the priests and then take them back from them. And regarding this it said there: "He caused his sons to pass," meaning he himself, not through the intermediation of the priests. And therefore it said there: "in the Valley of the Son of Hinnom," indicating that in any case it was in the Valley of the Son of Hinnom, the place of Tophet.

And this was the symbol of jealousy (of which it is written in Ezekiel 8:5), which was located from the north, at the entrance of the altar within. And in Rabbah on Leviticus (ch. 16), on the verse "Something like a plague has appeared to me in the house" (Leviticus 14:35), concerning the image of Manasseh, which was designed to correspond to the four aspects of the plague. In the House that the Lord said to David, and this magnifies his sin in four matters: 1. After the Lord had designated this place for the Tabernacle, to dwell there with His holiness forever; 2. That He chose this place from among all the tribes of Israel, as if everything performed in this House of worship was performed by the totality of Israel, all of whom participate there, and there the bond between the Lord and His chosen people is established.
