And it is mentioned that Joshua was old, well advanced in years, and the land remained very much to be inherited. And it was not possible for him, because of his old age, to complete the war with the remaining kings. And he was commanded from God to divide it to Israel as an inheritance, as if they captured it all -- that is to say, to the nine tribes and the half tribe of Manasseh. For the two tribes and a half took their portion beyond the Jordan. But to the tribe of Levi no inheritance was given, as is said in the Torah. But they gave to the Levites in the land cities to dwell in, and their suburbs for their cattle and their possessions, as God commanded Moses in the Torah.

"Elder" refers to the tangible, visible language of people, manifested in a person by whitening hair and wrinkling of the face; and sometimes it comes prematurely, before its time. Therefore, he explained and said "who has come in his days," meaning that he has come in his proper time, according to the days. A very great amount. And you will not be able to conquer it all in your lifetime.

And we learned here that Joshua did not conquer in his lifetime the entire southern border except from the wilderness of Zin, which is the smooth mountain going up to Seir, even to the Nile, which is the boundary of Gaza mentioned above from Kadesh-barnea even unto Gaza. And unto the border of Ekron northward. The Ekronite dwells by the sea, and it extends to the north side more than the others. It shall be as the land of the Canaanite. From the land of the Canaanite which I gave to Abraham it is. The five lords of the Philistines, etc. It is the end of the complete border even to the Great Sea that is in the west. And we learned from his statement: 'Forty-five years it has been since the Lord spoke this word to Moses' -- that seven years was the time of the conquest of the land, as our Sages of blessed memory mentioned. And that is: in the second year of the children of Israel's leaving the land of Egypt, Israel was numbered, as is mentioned in the portion of Bamidbar Sinai. And after their numbering, Moses sent the spies. And since the time of Moses standing before Pharaoh until the day of his death was forty years, for he was eighty years old when he stood before Pharaoh -- then remained from the time the spies came until the day of his death thirty-eight, and more than this from what remained of the second year. And for this it is fitting to understand that what is said in the Torah that they would stand forty years for the sin of the spies -- he attributed the word 'until,' and it is thirty-nine years. After your death, I will drive them out before them. “Hefilah.” Cast the lot among them concerning what they had already conquered and what they had not yet conquered, and each tribe was to conquer its portion. "As I commanded you." Just as it is written (Deuteronomy 3:28), "Command Joshua, etc."—He shall cause them to inherit.

"Only you shall allot it to Israel, etc., as a portion." Above (12:7) it said, "And Joshua gave [it] to the tribes of Israel as an inheritance," and here it says "a portion." For there is a difference between "inheritance" (yerushah) and "portion" (nachalah): "inheritance" denotes the transfer of dominion, that it goes out from the dominion of one to the dominion of another; whereas "portion" denotes that which one bequeaths to his descendants. Therefore, above, where it recounts what was conquered, it said that it was given as an "inheritance," for then it was transferred from the dominion of the Canaanite to the dominion of Israel (and there it could not have said that it was cast by lot as a "portion," for the lot had not yet been cast to know who would be the heir and who the bequeather). And here, where it had not yet been conquered, it could not be called by the name "inheritance," but rather it said it was cast by lot as a "portion," so that each one would know his portion. "And I will dispossess them." This teaches that they were removed from the dominion of the Canaanite and came under the dominion of Israel. "As I have commanded you." For He said to him (above 1:6), "For you shall cause this people to inherit the land," and in this statement was not included the idea that he should dispossess them, meaning, that he should dispossess the Canaanite; rather, that he should allot to each one his portion.

To inform us that he was not a prophet but a sorcerer, and his prophecy was only for a time; or, [alternatively,] that for the honor of Israel an angel of the LORD came to him to speak those prophecies. And one might ask: how was Balaam found there, seeing that it is written, "and he went and returned to his place"? Rather, he returned there to seek his payment for the counsel he had given to Moab and Midian — to bring out their beautiful daughters so that Israel would commit harlotry with them and the wrath of the LORD would come upon them. This is what he meant when he said, "Come, let me counsel you," as is written concerning Balaam. And when he saw that his counsel had been fulfilled, he went to Moab and Midian to seek his payment from them. "Unto their corpses." "With their corpses," and there are many examples like it. In the Torah it is written "upon their corpses," and this, too, is like "with," as in "the men came upon the women," meaning "with the women," and others besides them. And to the tribe of Levi. This was already mentioned (verse 14), and there it said, "The Lord's fire-offerings are His inheritance," and here it says, "The Lord is His inheritance." This can be understood in light of what is written (Deuteronomy 18:1–2): "The priests, the Levites, shall have no portion or inheritance with Israel; the Lord's offerings, and His inheritance, they shall eat; and they shall have no inheritance among their brothers; the Lord is their inheritance." Here too, the statement is doubled: first it says "portion and inheritance" and states, "They shall eat the Lord's offerings," and afterwards it says "inheritance" alone and states, "The Lord is their inheritance." However, this refers to two aspects. A] That they shall not take a portion in the land, meaning that this tribe shall not take a specific border according to lot at the time of the division of the land, as the other tribes did. This is what is meant by "portion and inheritance," and it gives the reason: instead of their portion in the land, the Israelites shall give them the Lord's offerings, which are the priestly and Levitical gifts. This is what is meant by "portion and inheritance with their brothers"; the word "with" indicates partnership, meaning they shall not participate in the division of the land. Afterwards, it states that although they were given cities to dwell in and their pastures, and this was an inheritance that they passed on to their children, nevertheless, they shall not have this inheritance among their brothers. That is to say, they shall not take and set aside the cities at the time of the division. For example, immediately when the lot of a tribe falls and it is divided among the men, the Levitical cities from that tribe shall not be set aside. This is what is intended by the phrase "among their brothers." Rather, only after the completion of the division of all the tribes did the children of Israel give them from their inheritance, as it is stated later (Joshua 21). It explains the reason: "The Lord is their inheritance," and this shall be like the Lord's contribution, which each tribe shall separate as holy from its portion. Therefore, Moses did not set aside the Levitical cities during his lifetime from the inheritance of the children of Reuben and the children of Gad; rather, Joshua set them aside after the completion of the division. Therefore, above (chapter 14), after mentioning Moses' conquest in general, before mentioning the particular division of the children of Reuben and the children of Gad, it states that he did not divide to the tribe of Levi as a separate tribe (even though there was a consideration that he could give them something across the Jordan, which is not part of the Land of Israel), and it explains the first reason: "The Lord's offerings are His inheritance." And here, after mentioning the particular division, it states that even afterwards Moses did not give an inheritance to the tribe of Levi, meaning he did not set aside the Levitical cities during his lifetime, because "The Lord is their inheritance."
