In the second year of Darius the king, in the sixth month, in the first day of the month, came the word of Hashem by Haggai the prophet to Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Jehozadak, the high priest, saying:

"In the second year of Darius": This is Darius, king of Persia, who reigned after Ahasuerus. And we find in the Midrash, Vayikra Rabbah, that he was the son of Esther. In the days of Cyrus the first, Zerubbabel and Joshua the priest went up from Babylonia to Jerusalem with the permission of Cyrus, as it is stated (Ezra 1:3): "Whoever is among all His people... [may his God be with him, and let him go up]." And the adversaries of Judah and Benjamin arose and sent their letters to Cyrus, to have him command that the work on the Temple, which they had begun, be halted. (And he commanded, and they halted it.) From that day the work ceased, as is stated explicitly (in Ezra 4:24): "Then the work on the house of God which is in Jerusalem ceased..." And it remained halted for three years — the years that Cyrus reigned — and fourteen years of Ahasuerus, and the first year of Darius his son. And in the second year, this prophecy was spoken to Haggai, to spur them on to return and resume building the work, and not to fear, for the nations would not halt them again, since the Holy One, blessed be He, would grant them success.

"In the year" – this is Darius the Persian, as our ancients, may their memory be blessed, said, that he was the son of Queen Esther. Rabbi Moses said: "In the month" means the beginning of the month in every place. If so, why did it write "on the first day of the month"? And he was Zerubbabel, son of Rephaiah, brother of Shealtiel, from the sons of Jehoiachin. And because his uncle Shealtiel raised him, they called him by his [uncle's] name, [as] his son, just as [it is written], "and he became a son to her," and likewise, "And these are the sons of Michal, daughter of Saul," for she had no child, but she raised them. And Jehozadak, father of Joshua, was the High Priest in the First Temple when it was burned down, for so it is written. Therefore his son inherited his position when Israel went out from the Babylonian exile. Therefore Ezra, his uncle, did not serve as High Priest in the days of Joshua, nor in the days of his son and grandson, as it is written in the Book of Ezra.

This is what He said: "When seventy years are completed for Babylon, I will visit you" (Jeremiah 29:10). And they did not remain in exile for seventy years, but only for fifty-two years, for in the nineteenth year of the reign of Nebuchadnezzar they went into exile. And that visitation which Cyrus performed was not complete, for Cyrus did not reign for more than three years, and those were fragmented years. At the beginning of the reign of Ahasuerus, they wrote a complaint, and the construction ceased until the second year of Darius, king of Persia. And then the seventy years of the desolation of Jerusalem were completed, for those nineteen years that were lacking were then completed to Cyrus, and fourteen to Ahasuerus, and two to Darius, making seventy years. And when the seventy years of the desolation of Jerusalem were completed, the time for building the Temple arrived. Then the prophecy came to Haggai, who was in Jerusalem, to stir up Zerubbabel to build the Temple, for they were being lazy because of the enemies who were stopping their work these years. And the Holy Spirit did not stir them up until now, because the time had not yet been completed, for the seventy years of the desolation of Jerusalem had not yet been fulfilled until now. And so it is said in Ezra: "And the prophets, Haggai the prophet and Zechariah the son of Iddo, prophesied to the Jews who were in Judah and Jerusalem, in the name of the God of Israel, who was over them" (Ezra 5:1). “Concerning Zerubbabel, son of Shealtiel.” [A note] on the aleph of “unto” (אֶל) being vocalized [pronounced as a sounded letter, not silent]. Now, Zerubbabel was not [literally] the son of Shealtiel, but rather the son of Pedaiah, and Pedaiah was the son of Shealtiel, as it is stated in Chronicles. And a son’s son is considered like a son. And [the text] mentions Shealtiel perhaps because he was more distinguished than Pedaiah. Similarly, it says “Zechariah, son of Iddo,” yet he was the son of Berechiah, son of Iddo. “Pachat Yehudah.” It is accented on the final syllable, and it is the construct form of the word *pachah*, meaning “governor” or “ruler,” for the rulers of the Second Temple period were not called “kings,” since they were for the most part under the dominion of the nations of the world; and the House of Hasmonean and Herod, who did rule, were not from the tribe of Judah. “And to Joshua, the son of Jehozadak, the High Priest.” Jehozadak is the one who went into exile with the exiles, as it is stated in Chronicles: “And Jehozadak went into exile when the Lord exiled Judah and Jerusalem by the hand of Nebuchadnezzar.” He was the brother of Ezra, and both of them were sons of Seraiah. Joshua, his son, went up with Zerubbabel, whereas Ezra did not go up until the seventy years of the desolation of Jerusalem were completed, after the Temple had been rebuilt. "In the second year of Darius," as the Ri"a has already explained, and I, the author of Chazon, have elaborated on this in several places: that from the time of the first exile under Sennacherib, the period of the future redemption began. The prophets prophesied about the redemption, and the matter depended on whether Israel would merit it; if so, they would have been redeemed immediately in the days of Hezekiah or in the days of Josiah (as stated in Zephaniah 3). However, since they did not merit it, they were exiled to Babylon for their treachery, to end transgression and finish sin. When the Lord saw that if they remained in the Babylonian exile they would be absorbed among the nations and would cease to be part of the religion—since the holy seed had already intermingled with the peoples of the lands and had forgotten their language and their Torah—He therefore visited them with a slight visitation through Cyrus. The men of the Great Assembly went up with them, and they restored the Torah and the crown to their former state. Although at that time the period of the future redemption had not yet arrived, and Daniel saw that four kingdoms would rule over Israel, and likewise many prophets saw this and informed him in a vision that the time of the end of wonders was very distant, nevertheless, it was possible that it would then be the time of redemption if they returned in complete repentance to the Lord and went up as a united front, like a wall. As our Sages of blessed memory stated: "Israel was worthy of having a miracle performed for them in the days of Ezra, etc., but sin caused otherwise," and likewise many midrashim of our Sages of blessed memory indicate this. At the time the Temple was being rebuilt, the possibility still hung in the balance: if they had returned in repentance, Zerubbabel would have been the Messiah king, and the Temple would have been established as an eternal dwelling. Therefore, the light of prophecy shone for them once again through the last prophets, Haggai, Zechariah, and Malachi, who stood at that time and aroused them regarding the building and regarding repentance, and revealed to them this secret that the matter was in their hands. However, since they did not merit it, the Second Temple was only a temporary sanctuary for the time being, destined to be destroyed by the Romans, and it lacked five things, as our Sages of blessed memory stated regarding the word "ve'eikavedah" [and I will be honored]. Now, in the days of the first Cyrus, a decree was given for them to go up to the Land of Israel, and they then began the building of the Temple. But the work ceased due to the adversaries of Judah and Benjamin until the time of Darius, because the time for building had not yet arrived. Therefore, they despaired of the building, as no further permission to build had reached them. Haggai then prophesied in the name of the Lord that they should begin the building and not wait for permission, for the time had arrived. The word was addressed to Zerubbabel, because if they had merited it and that had been the true redemption, he would have caused a horn to sprout for the House of David, and Zerubbabel would have been the Messiah. However, since they did not merit it, Zerubbabel returned to Babylon and died there. It is destined that a shoot will sprout from his descendants in the end of days. And the commentators have already written that he was not the son of Shealtiel, but the son of Pedaiah, and Pedaiah was the son of Shealtiel, and he was named after his grandfather.

"This people said"]: This is stated because their enemies had halted [the rebuilding] through their own hands at first, and so they assumed that I would not fulfill My words that I spoke, "When the ruins of Jerusalem complete seventy years," and that the time for My House to be rebuilt would never come. Tell them that the time has now come. However, that first [seventy-year] period was only a reckoning to complete seventy years from the start of the Babylonian kingdom. And so it was: at the end of those seventy years, they were summoned to go up by the word of Cyrus. But the building of the Temple was contingent on the destruction of Jerusalem, which was in the days of Zedekiah — eighteen years later than the start of the Babylonian kingdom — as the Master said (Megillah 11a, Arakhin 12b): "They went into exile in the eighteenth year; they went into exile in the nineteenth year." "Not yet the time to come." This means that they say, "The time has not yet come to build the House." But this is not so, for now is the time for the House of GOD to be built, for the seventy years that Jeremiah mentioned have already been completed, as stated at the end of [the Book of] II Kings, in the reckoning of the years of the generations.

This nation said, "The time has not yet come," meaning that it was accepted by the nation [of Israel], from the mouths of the prophets, that before the true redemption there must be signs in the heavens and on earth, and that there must be the war of Gog and Magog, as all the prophets who prophesied concerning the end of days had foretold. And they saw that at that time there was not any of the preparations that are required to precede the redemption. Therefore they said, "The time has not yet come," meaning that the time which is the preparation for the arrival of the time when the House of the Lord will be built has not yet arrived. How can we say that the time for the building has arrived, when the time that must precede the building—the time of signs and wonders—has not yet come? Moreover, the condition for the building is that they must first have rest from their enemies, as was the case during the time of the building of Solomon's Temple. And the time of rest has not yet arrived, for they are enslaved to the kings of Media and Persia. The time of redemption must come before the time of building.

Sefonim: Covered with cedar planks, as it is stated (1 Kings 6:9): "And he paneled the house... and paneled the house with cedar." And so too Targum Yonatan [renders]: "Is it then fitting for you to sit in houses that are roofed with cedar planks, while this Temple lies in ruins?"

He said: You who say that the time has not yet come for the House of the Lord to be built—He said: is it the time for you to dwell in your paneled houses while this House lies in ruins? Is this good? Should you not be ashamed of this? "Sefunim" [paneled]. [It means] roofed over.
